Islamabad: Due to ambiguous boundary lines, authorities in Islamabad and Rawalpindi are striving to legally rectify unauthorised development plan approvals in one another’s territory.
This problem has primarily affected the Grand Trunk (GT) Road, Kotha Kalan, Sohan, and Faizabad sectors, where it has been experienced by the Capital Development Authority (CDA) and Rawalpindi Development Authority (RDA).
In the past, Rawalpindi encompassed the entire region where the Federal Capital is situated. The Rawalpindi Revenue Department continues to maintain the records of some Islamabad estates even though the CDA and Islamabad Capital Territory (ICT) have purchased the majority of the land.
At the CDA headquarters, a committee headed by Waseem Hayat Bajwa, a member of the planning team, met to resolve the problem. The committee was informed that the CDA board had given them permission to consider the matter individually.
According to CDA authorities, up until 2018, there existed ambiguity over the borders between Islamabad and Rawalpindi, which led to the RDA accepting a number of building plans inside Islamabad. Islamabad’s limits were delineated in a 2018 Survey of Pakistan, which also showed that Rawalpindi had authorised the designs for various projects that fell under Islamabad’s purview.
The CDA board formed a committee and defined December 31, 2022, as the cutoff date after which no building would be taken into consideration for legalisation. After its initial meeting, the committee chose to evaluate each case on its own.
An official stated that the money levied by the RDA should be transferred to the CDA’s account and managed by the CDA’s bylaws if a development design was approved by the RDA within Islamabad’s boundaries.
On the other hand, if a development plan in Rawalpindi was approved by the CDA, the fee should go to the appropriate Rawalpindi departments.
The representative emphasised that addressing the problem of overlapping boundaries and flawed development plans is a step in the right direction towards conclusively resolving the problem.
In order to maintain seamless operations, he advised that the committee should also order the transfer of outstanding revenue records from Rawalpindi to Islamabad.
